The political economy of imperfect innovation

The theme of this article is the innovation economy, considered in the light of the Brazilian case during the period between the mid-1990s until the late 2000s. The main purpose is to analyze the policies of science and technology (S&T) during the governments of Fernando Henrique Cardoso (1995-1998 and 1999-2002) and Luiz Inácio Lula da Silva (2003-2006 and 2007-2010), especially those relating to innovation. The hypothesis is that, despite considerable official efforts, expressed in raising public investment in S&T, innovation rate remains low in Brazil at the entrance of the second decade of this century. To test the hypothesis, information relating to public investments in S&T (available from the Ministry of Science, Technology and Innovation) and data from four surveys of the Technological Innovation Research (PINTEC), conducted by the Brazilian Institute of Geography and Statistics (IBGE), are here used.
