The paper presents the results of the field research conducted in the municipalities of São João da Barra and Campos dos Goytacazes, which aimed to understand the vision / perception of the populations of these municipalities in terms of economic impacts and the provision of services that the enterprise of the Port of Açu Industrial Complex will cause locally. The literature that deals with the local impacts of large projects has broad methodological arsenal in the areas of Social and Environmental Sciences that allows the realization of balance on the profit and loss caused by such projects. However, there are few studies that are based on the perception of the affected population. After the presentation of the results of the field research, we discuss, in the conclusions, the limits of the performance of the different spheres of the public authority on the power of large corporations.
