Proposal for a mutual assistance plan to meet emergencies arising from pre-salt oil exploration in the Santos basin, region of lowland Santista (SP)

With the discovery of pre-salt in ultra-deep waters in the Santos Basin, and given the vulnerability of the response structure of the National Contingency Plan, this study aims to propose the development of a Mutual Aid Plan - PAM, with the involvement major public emergency response agencies in the state of São Paulo and oil exploration companies in the pre-salt area. The study is characterized as exploratory with a qualitative approach and consisted of a review of the National Contingency Plans for oil spills in the United States and Brazil. The results showed the fragility of the response structure and the lack of articulation of the National Contingency Plan of Brazil with the states and municipalities and the need for the proposal of a Mutual Aid Plan in the lowland Santista region.
