Global-local relationship and urban transformation in the 4th district of Porto Alegre

The article describes the relevance of identifying and reflecting on the impacts that the processes of globalization and transnationalization are having on local governments and how innovative policies could contribute for solving these social, economic, or cultural impacts. It is questioned how to provide a change in local policies thinking about the international context and, at the same time, greater decentralization of policies and resources of central and supranational governments.This dialectic is produced when the city is considered an actor in the international system. For this reason, the article describes the influences of transnational actors, international projects, or alliances between local and international actors as global forces. On the other hand, it analyses the action of local political actors through changes in regulations and administrative structures aimed a faster operation and more efficient for transnational capital on the local. The Revitalization of the 4th District of Porto Alegre, object of the study, conceived as strategic in the strengthening and diversification of the economy in the city, goes through a dialectical relationship of a territory permeated by proposed plans from the 1990s to the year 2016. It is realized that there is an increase in the number of actors interested in this territory and a new correlation of forces between institutions, companies, and universities, which makes the relational perspective more complex.
