The discussions of the organization of the state in Latin America are inexhaustible, because universal public goods and the consequent raising of the standard of living of citizens is a challenge unattained. The excesses of centralism in Colombia limit the effectiveness of the territorial state model while progress is undeniable corruption and, therefore, the need for new power-sharing rules is urgent. One of the most lasting effects of such intervention is the territorial fragmentation in heterogeneous spatial regimes that go beyond mere regionalization naturalists or geographic contiguity criteria.
