The Trajectory of Northeast Regional Development Policies: A Balance Between Operation Northeast and PNDR

The problem of regional inequalities in the Northeast was faced by numerous regional development policies. The aim of this article, in a first movement, is to comparatively compare the development conception through the balance of the diagnosis of the regional inequalities and prognosis for its overcoming, In Operation Northeast in the years 1958 to 1964, and in the National Policy of Regional Development (PNDR) in the period 2003 to 2014. In a second moment, to analyze the federative and sectoral distribution of investments of the Program of Growth Acceleration (PAC) and of the National Bank of Development and Social (BNDES) in the Northeast. The paralysis of the PNDR implied in the spread of the polarization of investments of the CAP and BNDES in the poles of dynamism located in Bahia, Pernambuco and Ceará.
