The present work seeks to make a theoretical approach between the concepts of land planning, as an instrument of state planning, and regional development in order to be the region an important scale for land planning analysis and actions. In order to do so, a conceptual reflection on both themes will be carried out, based on authors such as Brandão (2012), Ferrão (2011), Steinberger (1988), among others, who discuss the regional development and spatial planning from the ideological proximity of their discussions. The debate presents elements of inseparability between the two themes in what concerns to the territorial planning from the actions of land planning carried out by the state, this one as main producing agent and modifier of the space.
