The Brazilian Development Bank and Environmental Issue

In 2000 the Brazilian development policy had the State as the central agent. In this context, public institutions responsible for promoting sectors considered strategic for the country emerge, but with great socio-environmental consequences. The NationalDevelopment Bank (BNDES) has become one of the most important instruments of this period. Despite strengthening as an important agent in the economy and regional planning in the last decade, the institution presents great difficulty in establishing a truly transparent and autonomous environmental policy. In this sense, this paper aims to reflect on the constituent bases of discourses and practices that evoke the environmental field in financial institutions focused on development projects. Given the central role that World Bank plays as a model diffuser for national institutions, such as the BNDES, it is relevant to discuss how and why the theme was also appropriated by this bank.
