The relationship between water and Brazilian regional planning has narrowed since the 1940s, under the States role in economic development plans. Throughout these plans, different approaches and objectives reflected their political-economic context. This work, based on the analysis of the role of water in the historiography of water management and Brazilian regional planning, aimed to reveal the intersections between discussions and models of regional development and water, from 1940 to 1997 - year of promulgation of the Water Law. For this, the actions of the public sector were analyzed from the hydraulic paradigms adopted, creation of the normative and institutional apparatus that made these plans feasible, and the main theoretical foundations that defined this practices. It is concluded that water, under different objectives, played a fundamental role as an input to development, being reduced to a natural resource with economic value - to the detriment of its multiple ontologies.
