Productive transformations , stays socioeconomic , political fixes: territorial planning challenges in Maranhão current

This article analyzes the challenges to the implementation of regional planning in Maranhão , opposite the recent resumption of state connection to the national and international capitalist system , characterized by public and private investments of large-scale , high-tech and restricted jobs . This set of elements when deployed in regions of low social indicators and poor urban network , disrupts traditional activities and marginalizes the majority of the population , resulting in the strengthening of the historical state patronage , which , in the absence of technical structure of the state planning and grounded in patron-client relations , controls the public policy intervention and hinder the autonomous organization of civil society.
