Agents, factors and scales of territorial planning

This work is a synthesis of observations and some reading on the agents who plan, organize and produce the territory. Far from exhausting the problem, this paper discusses the states role in the production of space and the derivation of the Government of the state apparatuses. Far from neutral, the State has an internal heterogeneity that guarantees the participation of experts and representatives of civil society with different interests, sometimes contradictory, than those of the government itself, incorporating the ideology of its constituent parties. In the search for solving new problems, long distance joints are made to increase the competitiveness of cities within the market-friendly planning perspective. The various sectors of society are urged to suppress their immediate needs in favor of a multiplier urban development results, an ideology that serves the interests of capital accumulation in the territory.
