Governance and territorial development: limits and possibilities of the new political-institutional arrangements in the eastern sector of the Região Metropolitana do Rio de Janeiro

This paper represents the continuity of works in the field of decentralization of public policies and institutional building of governance forums in Brazil. The context of the analysis is the Brazilian (re)democratization process since the decade of 1980, as well as the decentralization of the public management model inspired by the 1988 Constitution. The article presents a summary of concepts related to new models of governance and territorial development. It also includes a brief account on experiences of inter-federative cooperation either/or coordination experiences recently developed in Rio de Janeiro Metropolitan Region eastern part. These experiences are analysed as institutional responses to territorial pressures and opportunities resulting from a large industrial installation in that space. Concluding, a list of comments and topics is presented aiming at deepening the discussion about decentralization, territorial governance and development in the Brazilian context.
