Between Localism and Development Scales: Thinking of Innovation Systems and Local Productive Arrangements (ISLAs) as Tools for an Integrated and Sustainable Local Development

Amid the current debate on local development, this paper aims to contribute to the theoretical debate on the use of Innovation Systems and Local Productive Arrangements (ISLAs) as tools for local development. However, it starts from the assumption that the recognition of local forces, before the global scenario, requires that the Federal Government provides formulation and implementation of policies for local development. Therefore, this research is explanatory-descriptive. Following the criterion based on technical procedures, a literature review was performed. Therefore, the role of the Federal Government is considered important to develop and implement public policies around ISLAs, in order to promote an integrated and sustainable development. However, there is still a wide disorganization of the public sphere in Brazil regarding the effective action of ISLAs public policies. In addition, it is considered essential to discuss the ISLA category based on central-peripheral Economic Commission for Latin America (ECLA) analysis.
