The use of multiple geographic scales applied to the planning of public policies of regional development is recent in Brazil. It refers to the creation of the National Policy for Regional Development (PNDR) in 2003. The emphasis on the socio-spatial category reflects a territorialist approach, which contrasts to planning with a strict macro-regional and economic bias. This article analyzes the conformation of structuring and implementation of this multiscale arrangement to understand the regional development planning dimension in PNDR I and II. The Central to the articulation of politics is the intergovernmental and extra-governmental relationship with the insertion of all sectors, encompassing multi-scale action strategies. The multiscale approach needs to move forward on the issue of the pace and direction of development. The tools of transversality and intersectoriality must reflect social change. Without this, regional development becomes contradictory, far from representing an opportunity for peripheral regions, both economically and socially.
