Regional Planning: reflections on the Tourism Development Plan in Rio Grande do Sul 2012-2015

This article intends to reflect on the action of the State in the process of regional planning, with emphasis on the tourist activity. Therefore, we present the case of the Tourism Development Plan in Rio Grande do Sul 2012-2015, which was developed and published in 2012 by the Rio Grande do Sul state, in order to provide guidelines for the organization of tourism activity in throughout the State. The contradictions are present throughout the elaboration process, once that it is a state plan for different regions, whose particularities are its greatest advantages. The plan required a deep theoretical debate, although its elaboration was substantiated on the participatory method with the involvement of citizens in decisions. Thus, the work evidences the elaboration of the plan and highlights the challenges and the projects of the same. Finally, it presents some results obtained and discusses the possibilities and limitations of this document.
