Territorial Planning of COSIPLAN/IIRSA. Advances, setback and prospects

Economic planning gained an international dimension with the Russian Revolution and was criticized by neoliberals in the 1940s. The idea of economic planning arrived in Latin America in the 1920s and was used by several national governments in domestic economic planning. In 2000, Initiative of the Integration of South-American Regional Infrastructure (IIRSA) launched a multinational territorial plan that gave visibility to projects and actions of physical integration in South America, linking ports and productive regions between the Atlantic and the Pacific, having been, in 2011, incorporated by Unasur. However, as Unasur aimed to transform South America into a geopolitical region with more autonomy and sovereignty, it faced resistance from hegemonic powers, especially the United States. In 2018, Unasur and its territorial planning project were dismantled by Prosul. However, once again the correlation of forces is changing in the region and may reopen a new process of territorial planning recovery.
