The regional economic dynamics reflects the State’s action when it establishes a set (articulated or not) of national development policies, by using the prerogative of sovereignty to mark the different levels of development on the territory. This study discusses the relationship between regional economy and national sovereignty considering Rio Grande do Norte’s fruit farming and the Food and Nutrition Security Policy of the Brazilian State. The aim of this paper is to understand Rio Grande do Norte’s fruit farming production based on the flexibilization of the Food and Nutrition Security Policy of the Brazilian State as a way of staying competitive in the international market. In order to reach this aim, discussions were carried out on the conceptualization of what is the region and the regional contents, on the institutional and legal marks of the Food and Nutrition Security Policy, emphasizing its flexibilization as a strategy the national sovereignty malleability.
