The objectives of this article were: to evaluate Sudene institutional evolution regarding its hierarchical linkage to the federal government and the competencies designated by law, and to compare the policy instruments of the new Sudene, re-created in 2007, with its predecessor. As a research method, a bibliographic and documentary research was carried out. The first sought the academic publications of the last twenty years on Sudene. The second investigated the relevant legislation from 1959 to 2018. The results show that although it was linked to the Ministry of National Integration, when it was re-created, the new Sudene gained competence, autonomy and political power greater than that established at the beginning of its history, when it was directly linked to the Presidency of the Republic.
