In analyzing how regional planning developed alongside the states performance between 1955/1961, the article aims to investigate how the creation of SUDENE can be understood as an important regional action front for national development, within the development policy of JK, and how it helped leverage industrial progress. The importance of this article is justified by bringing to the fore a critique of the creation of Sudene as a planning body that should restructure the Northeastern economy and also promote national integration. What was questioned was whether this sense of integration existed through the agency. In order to do so, it was investigated the possibility of Sudene being also created as a means to control the growing social tensions in the Northeast and to strengthen the presence of the State in order to make the Northeastern region a consumer market to the hegemony of the industrial bourgeoisie of São Paulo.
