Government transfers and public expenditures: evidence of the Flypaper effect for municipalities in Rio Grande do Sul between 2008 and 2016

The paper examines the effect of government grants, specifically the Municipal Participation Fund (MPF), on the public expenditures of the municipalities of Rio Grande do Sul, in the period 2008-2016. For this purpose, the panel data methodology was choose. In evaluating the results, it was found that the budget revenue and transfers from the MPF showed different magnitudes, with government transfers having a greater influence on the determination of municipal expenses compared to other local revenues. Therefore, for the municipalities of Rio Grande do Sul, in general or in groups, the evidence indicates the occurrence of the flypaper effect, with more expressiveness to the smaller municipalities, for which the ratio of transferred resources and spending was practically proportional.
