Emergency Employment and Income Maintenance Program: An Analysis on the State of Bahia (2020)

This paper seeks to measure the adoption of the Emergency Program for the Maintenance of Employment and Income (PEMER) on the Bahian labor market during 2020. The PEMER was created with the objective of mitigating the effects of the Covid-19 pandemic on the economy. Based on a literature review and mainly on the database of the Ministry of Economy and IBGE, a survey that compares the adoption of the Program in Bahia, the Northeast and Brazil; characterize the dynamics of the signed agreements and estimate the agreed effects on the income of Bahian workers. It is concluded that a contract suspension was a modality with greater adherence by Bahian companies. PEMER proved to be of paramount importance for the maintenance of jobs in the state, but ended up benefiting more as employee companies, as they had to lose their earnings while these, compensated, were demanded.
