The Integrated Rural Sanitation System - SISAR: a public policy of technical-social innovation for access to water for rural communities in Brazil

The object of this article is the implementation of the Integrated Rural Sanitation System in the State of Ceará in the 1990s. It is intended to identify both the reasons for the creation of the program in Brazil to serve rural communities and the actors and instruments involved in the formulation of this public policy, the funding bodies and the functioning of the particularities of the system. Through an exploratory bibliographic research and a survey of academic productions on the subject, it shows the positive effects of the implementation of the system in the Brazilian semi-arid region with the objective of suggesting that the SISAR program also be adopted in the State of São Paulo, the in order to benefit rural and isolated communities that do not have access to treated water and sanitation.
