Tracking a subnational climate policy: a case study on decarbonization in Porto Alegre, Brazil

The government of Rio Grande do Sul signed, at COP 26, a commitment in the Race to Zero campaign to achieve zero net greenhouse gas emissions by 2050. The state is among the largest emitters in the federation and achieving this goal will require a system monitoring, reporting and verification. At the same event, the city hall of the capital announced that, between 2016 and 2019, it reduced municipal emissions by 5%. This case study aims to analyze the hypothesis that the Porto Alegre experience represents a reference for monitoring state goals. It uses the WRI Framework and the Race to Zero Manual for a proposal to monitor municipal climate policy. The work summarizes the evolution of this policy, its objectives and limitations, as well as analyzes the citys greenhouse gas inventories. Among the results, it proposes indicators for monitoring municipal policy. The inventories do not allow confirming that the city hall is responsible for reducing emissions, the integrity and transparency indicators are still at a minimum level.
