The implementation of a large enterprise represents an opportunity for economic growth and territorial development through the possibility of recovering stagnant areas. Based on this assumption, the article presents the main theoretical foundations on the structuring of the Rio de Janeiro Petrochemical Complex (COMPERJ) in Itaboraí (RJ), in view of the possibility of exploring local potential and promoting territorial development. Furthermore, it was intended to identify the main aspects and transformations that occurred in the area of influence of the enterprise. Throughout the article, it was possible to demonstrate that the benefits of this enterprise strategy transcend economic growth and job creation, allowing us to affirm that this can constitute a vector of local development. However, the experience from the decline of COMPERJ highlighted the limitations of this development model, highlighting the importance of planning actions and the articulation of strategies that make possible not only hegemonic interests, but that benefit the actors in their territories.
