Social vulnerability is intricately linked to a range of factors that shape specific contexts within urban realities. A crucial element in this landscape is the role of governmental actions, which have the potential to mitigate the risks that contribute to situations of vulnerability. The implementation of public policies in vulnerable territories emerges as a catalyst for transforming this scenario. Against this backdrop, the primary objective of this study was to assess social vulnerability in the city of Lavras by applying the Social Vulnerability Index (IVS) developed by the Institute of Applied Economic Research (Ipea). The study also engages in a critical examination of the States role in this context. The findings reveal that certain combinations render specific areas more susceptible than others, underscoring the importance of acknowledging the distributive effects of public policies in these territories. Such policies not only reduce vulnerabilities but also contribute significantly to poverty alleviation.
