Implementing stakeholder management in the revision of municipal Master Plans from the PMBOK perspective: A case study in the municipality of Cabo Frio/Rio de Janeiro

A Master Plan revision project must comply with the provisions of the City Statute that regulates the “Urban Policy” chapter of the Federal Constitution, especially articles 182 and 183. This article has the general objective of implementing stakeholder management aimed at the Municipal Public Power in the review of Master Plans. The guidance used is the PMBOK Guide (2013) (Project Management Body of Knowledge), the Project Management Knowledge Guide. The scientific methodology consisted of using the case study of the review of the Master Plan of the Municipality of Cabo Frio-RJ carried out in 2019 and 2020, prepared based on bibliographical research and other data collection instruments with the participation of experts and representatives of society. organized civil society. As a result, it was found that the methodology helped the municipality to review the Master Plan in a participatory manner, regardless of hiring high-cost consultancies.
