Planning in the periphery: State action in the Baixada Fluminense region over time (1942/1979)

The aim of this article is to present two of the state governments "planning" experiences in the Baixada Fluminense region: the first was the 1942 plan drawn up by engineer Lincoln Continentino, since it is little known in historiography; the second seeks to analyze FUNDREMs proposals for the UUIOs (Integrated Urban Units of the West), in the Master Plans collection of 1979. Both the plan and the collection can be seen as examples of integrated action in a large territory, the first because the region had a single municipality, Iguaçu, and the second because the foundation saw the territory as a sub-region of the Metropolitan Region.
