Territorial planning and regional inequalities in Rio Grande do Sul: the Program to Combat Regional Inequalities

This article aims to discuss the role of the state in the regional development process, with emphasis on the less developed regions. It is presented the case of the Program for Combating Regional Inequalities, developed and implemented in the state of Rio Grande do Sul, Brazil, in 2011. This article documents the procedures for creating the program, highlighting the process of selection of the regions that were the subject of action, presents some results, and discusses the possibilities and limitations of this type of instrument.
