The bureaucratic structure and the relationship with the elevation of the National Transparency Ranking in municipalities in Rio Grande do Sul

This article seeks to analyze whether the professionalization of the civil servants responsible for the transparency of information in the municipalities of RS influenced the increase in the score between the first and the second assessment of the National Transparency Ranking (RNT). For this, a qualitative research was carried out with the municipalities of Rio Grande do Sul that had a minimum increase of 200% between the first and the second evaluation of the RNT. Through these results, it can be concluded that the bureaucratic structure of the municipalities analyzed, involving professionalization and organization conduct of managers in the face of demands for transparency, was a condition for raising the RNT scores of these municipalities. In addition, demands from the State Court of Auditors appeared as an important source of promoting municipal transparency.
