Planning and territorial management practices in the formation of precarious settlements and risk areas as urban simultaneities

The article has the purpose to discuss the relationship between the formation of precarious settlements and risk areas in Brazilian cities, in addition to identifying advances and limitations, as well as convergences regarding planning and territorial management practices to face these problems, reflecting the implications for the development of a new praxis. The hypothesis is defended that the formation of precarious settlements and risk areas in Brazilian cities can be considered urban simultaneities and that, in the case of planning and territorial management practices to face these problems, despite recognized advances in the legal spheres , institutional and scientific aspects of urban and environmental planning, limitations still persist and stand out in such a way that a new and necessary praxis has not yet been effectively developed. To develop the article, we took as a basis part of the existing literature on the topic in Brazil, which was developed and published, mainly in the last two decades, and studies that evaluated experiences carried out in Brazilian metropolises.
