Due to the elevation of the oceans, the coastal strip constitutes one of the most vulnerable territories to climate change in Rio Grande do Sul. Due to the high population density, and capital immobilized in housing and infrastructure, it represents a privileged space for knowledge management about perceptions and strategies of adaptation to risks. The essay aims to interpret the response to the historic hangover that destroyed homes in Hermenegildo in 2016, as a starting point to characterize the climate adaptation strategy in the municipality. It uses a reference framework to interpret risk perceptions in coastal cities proposed by the Basque Institute for Climate Research. In the Adaptation Tracking approach, it proceeds to review dissertations and theses, produced between 1999 and 2019, pertinent legislation and press notes about the vulnerability of the resort. Among the results, it highlights the history of disrespect for environmental legislation, both by property owners and by the municipal administration. It presents a hypothesis that city hall and city council, representing collective interests, share the calculated risk of losses due to the advance of the coastline
