The 21st century begins with strong hopes for paradigmatic and decisive changes for the change of humanity. Brazil in particular is in a moment of intense changes in its employability indexes, which respawns - in a more abrupt - our social inequalities in all its possibilities. It is from the neglect of Brazilian political actors, from the advancement of an increasingly technified world - fourth industrial revolution - and from the absence of alternative projects, that this work aims to rescue the importance of the theme of territorial development as an alternative to current contemporary challenges. In this way, the present reflection aims to resume the necessary debate on a national development strategy, with the intention of providing a set of laws, public policies, shared objectives, political agreements and class coalitions to make technological development and the opportunity possible. making investments that the country needs.
