Participation and Social Accountability: Study on the Experience of Two Social Observatories in Paraná Coast

The debates af the accountability strengthened initiatives of monitoring of public management by civil society, conforming a new concept denominated in this article as social accountability. In this context, citizens themselves and their organizations advance social control over government, reinforcing institutionalized forms of participation and control. The Paraná state was a pioneer in conformation of these kind of experiences, being the object of the present study the trajectories of constitution and performance of two Social Observatories in Paraná coast, both Brazilian Social Observatories network. The research discusses the actions of these associations, their relationship with local governments, control agencies and civil society, aiming to approach the debates about social participation and social control, commonly separated in the academic literature.
