This work analyzes the Public Security Policy in the State of Rio de Janeiro, between 2019 and 2020, through planning areas from Military Police. We highlight violence as a political phenomenon, in which the State, takes in its managerial and pragmatic form of administrative and geographical constructions of violence. Methodologically, this research has an applied purpose, with a quali-quanti approach, with an exploratory-descriptive objective and empirical character. The normative documents within the policy that conceptually guide the agencys actions were qualitatively analyzed, while we rely on statistical data on the levels of violent lethality to carry out a territorialized reading of this crime. We realize that the manipulation of the conceptual limits used in the employed policy can build more or less violent territories, as well as manipulate a policy according to the interests of the agencies and not, necessarily, from a critical reading on the phenomenon of violence.
