This article discusses access to public policies for family farming in Santa Catarina. The method used was participant observation in different collective events involving family farmers. Academic research adopts a theoretical framework called Non-Resource – Non-Take Up - to analyze the effectiveness of public policies according to access by beneficiaries. Why does part of the target audience for public policies for family farming not access their rights as provided for in the legislation? The objective was to identify which public policies are most accessed by family farmers in the research area, indicating possible explanations for this access. Local farmers are favored by different policies, but are unaware of a significant part of them. We observed that the ATER policy - Technical Assistance and Rural Extension - is accessed by practically all farmers and plays a relevant role in accessing others. It is proposed that the existence of a collectively constructed development project allows for greater effectiveness in the implementation of policies for family farming.
